Technically any vigilante or criminal could be considered as being a “skilled human” but the designation was created to refer to individuals who possess skills well above average. None enhanced refers to the fact that they use “ordinary” equipment and do not use technology or drugs to give them an edge. As many individuals under this designation have actually fought opposition who have been enhanced or are Alphas etc. it is good indicator of how exceptionally skilled they are.
